BEC低碳約章的背景

氣候變化是目前全球最逼切的挑戰之一，為人們、社區及商界帶來前所未有的挑戰。透過聯合國氣候變化框架公約下的《巴黎協定》，全球各國同意將本世紀全球平均氣溫升幅控制在比工業化前水平高攝氏2度內，並進一步控制氣溫升幅保持在攝氏1.5度內。作為《巴黎協定》的簽署方，香港有責任制定長遠減碳策略。商界是社會的重要一員，在本港邁向低碳經濟的進程中扮演關鍵角色。

2019年3月，BEC於商界領袖及環境局鼎力支持下，推出BEC低碳約章，推動房地產及建築界別的企業共同簽署約章，攜手採取行動以制定及落實減碳目標，協助本港達致長遠減碳。2020年初，BEC低碳約章更拓展至所有界別，歡迎各行各業的企業及機構簽署。

BEC定期舉辦活動，協助所有簽署BEC低碳約章的企業及機構制定、落實並執行減排目標。簽署企業及機構會獲邀分享見解和經驗，達致彼此學習。此外，參與企業及機構須每年自我檢視減碳進程，並提交表格以作本會紀錄。

BEC低碳約章的內容

BEC低碳約章包括兩部分：聲明及承諾。企業於承諾部分可選擇路徑一或路徑二。Plus One選擇了路徑一的承諾。

作為香港的領先企業，我們了解氣候轉變對人類、社區及商界帶來前所未有的逼切挑戰。有見及此，我們堅信香港必須依循《巴黎協定》的減碳目標，轉型至低碳經濟，以減少氣候相關的風險，並確保可持續發展。

我們知道制定策略和落實目標，對企業的減碳進程至為重要，有助促進和落實行動，推動本港的低碳轉型。帶頭制定目標和落實低碳措施，能協助企業減低成本、推動創新及提高應變能力。我們清楚商界採取迅速有力而具協作性的氣候行動，是十分重要的。

有見及此，我們自願簽署承諾採取以下行動，以加強減碳的努力。我們促請政府發揮領導作用，並呼籲所有界別共同行動。

Background of BEC Low Carbon Charter

Climate change is one of the most urgent global challenges of our time, posing unprecedented threats to the well-being of people, communities, and businesses. Through the Paris Agreement of the United Nations Framework Convention on Climate Change, the global community commits to limit global average temperature rise this century well-below 2°C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5°C. Hong Kong has acceded to the Paris Agreement and hence has an obligation to develop a long-term decarbonisation strategy. Being a key player in society, the business community also has a key role to play in Hong Kong’s transition to a low-carbon economy.

With the support of business leaders and the Environment Bureau, the BEC Low Carbon Charter was launched in March 2019 to mobilise companies in the property and construction value chain to collectively contribute towards Hong Kong’s long-term decarbonisation through their pledge to set and achieve carbon reduction targets. The Charter has expanded since the beginning of 2020 to welcome companies from all sectors.

BEC will organise events regularly to support signatories and businesses in setting, operationalising, and achieving their emission reduction targets. Signatories will be invited to share their insights and experience in these co-learning activities. Besides, signatories are required to self-report their progress and achievements through a standard form once a year.

About the Charter

The BEC Low Carbon Charter consists of two parts: Declaration and Commitment. Signatories can commit to either Pathway 1 or Pathway 2 under the Commitment section. Plus One is committed to Pathway 1 of the Charter.

Declaration

As leading businesses in Hong Kong, we recognise that climate change poses an urgent and unprecedented threat to the well-being of people, communities, and businesses. Given such a threat, we firmly believe that Hong Kong must transition to a low-carbon economy aligning with the goals of the Paris Agreement to reduce climate-related risks and to secure sustainable development.

We recognise that setting targets and strategies to achieve them will be key in businesses’ decarbonisation journeys, to facilitate and operationalise action contributing towards Hong Kong’s transformation. Leadership in target setting and low-carbon practices represents opportunities to cut costs, drive innovation, and improve resilience. We recognise the importance for us to take swift, bold and collaborative climate action.

In support of this, we the undersigned, voluntarily pledge to step up our decarbonisation endeavours by committing to the actions set out below. We also call for the Government to take leadership, and all sectors to take joined-up action.

• Work towards setting decarbonisation target(s) consistent with the direction of transitioning towards the goals of the Paris Agreement.
• Implement strategic action towards achieving the target(s).
• Disclose annually progress of setting/achieving target(s).
• Advocate setting decarbonisation targets and implementing low carbon practices to stakeholders.
